Costco can have a no guns policy. I am not so sure that business' are against guns as they are scared of liability issues. Suppose a customer is allowed to bring a gun into the store. A shootout takes place and an innocent person is hit. Any lawyer worth a crap will go after Costco arguing they could have prevented it by having a no guns policy.
