People that want to use heroin, crack, meth, or anything else use it despite it being illegal. I doubt that legalizing any of those substances will make many people say: "I think I'm gonna go smoke rocks all night and maybe shoot a bag of dope to come down" The War on drugs is a waste of billions of dollars every year to stop 15% MAX of all drugs entering this country or being produced here.
