Yes, I believe the fee is the same regardless of the moving violation and you pay it whether you pre-pay or pay in person. It has been that way for a long time, just the amount has increased over time :) It is to pay for the time spent processing the various parts of the process, from updating your DMV files, court records, etc. The "fine" part of it is the "punishment" for the actual violation.
