FiOS is a much better service overall than Cox. The problem comes in that all of them lie to you about converter boxes and such. For FiOS, the HD converter boxes are $10/month each, and an HD DVR is like $14/month. PS: You might try checking with Fairfax City Police and see if they had a lot of reports of stolen cars from Fairfax Honda, and if so, did they ever catch the suspect or find out if it was an inside job. Yes, I believe the fee is the same regardless of the moving violation and you pay it whether you pre-pay or pay in person. It has been that way for a long time, just the amount has increased over time :) It is to pay for the time spent processing the various parts of the process, from updating your DMV files, court records, etc. The "fine" part of it is the "punishment" for the actual violation.
