Fairfax County General :
Fairfax Underground
Welcome to Fairfax Underground, a project site designed to improve communication among residents of Fairfax County, VA. Feel free to post anything Northern Virginia residents would find interesting.
I don't think banks verify company ID(EIN) numbers. Litsa could of just made up a fake ID for the second account.
Interesting that somebody said the address for the accounts was her home address. I guess that makes sense since the PTA probably didn't have an office some place. She could got statements for both accounts and just showed one account statement.
Considering her MO from the one place she stole from, I'd guess she was writing checks for cash and saying that she was getting change money for events. She probably then pocketed the cash for dinner costs later.
I would think using two different banks would be the best. It would be pretty stupid to have the second account at the same bank.

The IRS has already been notified by at least one concerned citizen complete with contact information for the FCPD investigator, previous court date, arrest article, mug shot, bank information, and other pertinent background information with previous work history. Hopefully, they will follow through and investigate themselves.
If others would like to follow suit....(multiple requests would certainly help,) you can get the forms and information on the www.irs.gov web site. Do a search on FRAUD and the forms will come up.
"I don't think banks verify company ID(EIN) numbers. Litsa could of just made up a fake ID for the second account."
I would be very surprised if a bank didn't run some kind of check on an EIN or ITN number. I mean, they would run a credit check when opening an account, wouldn't they?
Besides that, it would still be tax evasion regardless of whether a legit tax number was used because it is doubtful two sets of tax forms were filed for the same organization.
Boy, you folks have waaaaayyyyy too much time on your hands. You've gone from telling the police how to do their jobs to now telling the IRS what to do, where was all this due dilligence 5yrs ago?
I don't know this woman or these people. However, I do think the Fairfax DA won't do shit about this in the end except cut a plea deal to make it go away. I think the parties concerned should explore additional avenues, such as going to the IRS, to make sure justice - if required here - is done.
My son played baseball for Litsa's husband years ago. Doug is a plain-looking gent (a little overweight like most of us, but not excessive) He was very nice. I was also invited to participate in Navy's PTA years ago when Litsa was Prez but did not because Litsa bothered me so much....very much a control freak and would only do things HER way. Did not want to be a part of that. In retrospect, I should have, looks like she only got "Yes men" to work with her. I heard that she has a fondness for very expensive designer purses and threw huge parties for her kids, along with vacations for the family. I think all that money is already spent.
I only knew Litsa as an acquaintance, but I guarantee you that she stole WAY more than $180,000.....that is all they can prove. She used to tell us when she volunteered for things at Navy that she had a bad back and needed to be in a seated position "like tending the cash box." Yikes. My biggest fear is that she will not be punished at all for this like previous posts have stated. And to think about all the times I used my own hard-earned money to finance things (class parties, group assignments) for my 2 sons' classes because "there was not enough money in the PTA to cover it."
just went through some old emails as a former NAvyite, and low and behold I found some from Litsa @>>>>> anyway, most have to do with her ideas to raise money for special funds for people associated with Navy that had some misfortunes (medical, personal, etc...)I won't get in to the particulars here but I believe that these "special funds" should be looked at. I know I am not the only one with some old emails still on their computer. And the nice thing about it she was not computer savy to show "undisclosed recipient" so I have all the email address that these were sent to. Any other navy people out there with old emails? Come on now don't be shy....... Ihave some addresses if your note sure............................

If she pleads to the lesser charge, there won't be a hearing.
Deferred felony with probation. Once she completes probation, her record will be clear. Just watch.

So, it is your "opinion" that "If she pleads to the lesser charge, there won't be a hearing"?!? There is always a hearing in a plea bargain unless the charges are dropped. A prosecutor can't sentence a defendant, that can only be done by a judge, and that is done in a courtroom in a procedure known as a "sentencing hearing." Your "opinion" is factually inaccurate.
See the lady that embezzled $800,000+. Got 9 years in prison. Figure we divide and 1 year in prison for Mrs. Matfeld and sell off her crap. 5 years worth of manipulation, I think she deserves that much. The Washington Post, style section shows a nice collection of purses for sale on ebay. Not a bad idea.
Would he vigorously prosecute the Navy School thief? Also, would he be aggressive with the criminal illegal aliens, as opposed to rolling out the welcome mat?

Does anybody know if other groups Ms Matfeld volunteered with have found discrepancies? I know she was active in the local basketball league, but don't know if she had access to their funds...
Just wondering if the school account is the only local one she was into....

I believe somebody posted that she is involved with three volunteer groups, go figure. One of which is the CYA. You'd have to look back at the posts.
If the ground truth is contained in this thread, this woman is an evil doer through and through who would take advantage of any opportunity to steal from and cheat the organizations she was associated with. Let's hope that the investigators from the county, the IRS, the organizations she stole from, etc. come together; let's hope, also, that the new district attorney will put this woman in jail with the criminal illegal aliens. Stealing from kids, parking in no parking zones, giving parties for special people, etc., etc. No quarter for this punta!

Anybody see today's Post article, front page, top, "Student Money Vanishes, but Few Are Punished"? When are things going to change without these criminals like Litsa ever having to face severe consequences for their actions?
Simply amazing how many people rip off these schools. Maybe Litsa will be an example for this county and her sentencing will show there is a stiff penalty.
It is important that every person who feels strongly that Ms.Mattfeld should be held accountable for her actions write to the Commonwealth Attorney, Ray Morrough and tell him as a taxpayer and a VOTER that you do not want the Commonwealth to 'cut a deal' with Ms. Mattfeld. If enough people write to Mr. Morrough, the Commonwealth will respond accordingly.

I am a taxpayer and a VOTER and the county does a lot of crap that I don't want to see done. What makes you so special?

Because they are a bunch of bored, white, affluent soccer moms who got suckered by this fat, poor, "ethnic" woman and now they are screaming for blood. They are embarrassed that this woman, who is so much less than they are, took $180K right from under their noses because they were too busy trying to be with the right group of people. They are a bunch of posers and wannabes and deserve this.

Perhaps he is 15, but have you heard the old Psalm/saying that goes "Out of the mouths of babes"? Regardless of the age of the poster, he speaks the truth. There are far more serious criminals who have harmed their victims more severely receiveing lighter sentences than what you wish upon Mrs. Mattfeld. Perhaps you should put this into perspective.

you must be either a friend of litsa or litsa herself if you don't think that someone who steals at the least 180,000 from students and teachers is a not a criminal who needs to go to jail.

I bet you would feel differently if Litsa had stolen $180,000 from your kids school. Any criminal who steals this amount of money and has a previous history of doing the same thing, should be put in jail with the other criminals....all of them, not just the white collar criminals.
You posters who think people who steal should not be held accountable are either "Litsa" or just plain morons.
Perhaps being in jail with other "really bad people," and paying back what was stolen, would be a reason to think twice the next time.

It is not just about being held accountable, I believe she should be, but your pollyanic ideas are out of tough with reality. In two recent high profile embezzlement cases in this county, the defendents were sentenced to or served less than four months for embezzling funds in excess of what Ms. Mattfeld took. When those convicted of sexual assault, assault and battery, robbery, and burglary are serving less than a year, your expectations are too high if you think she will get hard jail time. My initial point is that you people think you are better than and deserve more than any other victim of crime. The incumbent party just won the Commonwealth Attorney's job in this county. The new CA was a prosecutor in the former CAs office. If you wanted a stiffer sentence, you wouldn't have voted the status quo.

If these people were serious, they will put their wallets together and go after her in a civil case, just to make a point. Guarantee you they won't even bother. They want the taxpayers of VA to do their dirty work for them. They won't do shit themselves. It's the same lackadaisical attitude that allowed this alleged crime to occur under their noses in the first place.

You would assume she has the $180K to fork over. If she did, the court would likely order immediate restitution. What ambulance chaser do you know that would settle for pennies on the dollar for $60K? The attorney would be lucky to actually recoup $3K- hardly worth the time.
Very simple, Lien on her accounts so if she ever opens ANY account the money immediately recouped by the lawyer with interest. She'll never be able to pay the interest back and the lawyer will have a cash cow forever!

You need to know where she opens an account in order to place a lien on it. That requires constant monitoring and/or inquiries to enforce your judgement. And if she knew that every time you deposited money into a bank it would be taken, would she open an account? Of course not, she would simply use cash or use an account owned only by her husband. And, even if your premise was not faulty, the attorney would still be collecting only 1/3 ove every dollar taken. It would take decades of inquiries and lien filings to recoup this. C'mon now, think before you speak. This is all nonsense. If she has no assets, no cash, no income, you will never see that money again.
I am not trying to diminish her crime with the next questions, but I am curious about the answer. Is the Navy PTA/PTO strapped for cash? Are the children suffering gravely because she stole the cash? Would anyone have ever noticed had she not been caught?

Maybe 2 years ago.
The new banking computer systems (BASC for one) put your claims to shame. "Enter once, collect forever."

A bank cannot hand over money without being served with a valid notice of a lien. Plus, the lawyer needs to have a resonable basis for believing the debtor has an account at a certain bank.
Why would she open an account? Why not have her husband have a single account?
This is all academic anyway. Either they have a lawyer or they don't. Or, are they sitting on their hands the same way they sat on their hands when Mrs. Mattfeld ripped them off?

How the hell do you know how I voted??? By the way, it was NOT for the status quo. Too bad.....my polyanic ideas SHOULD be reality for all the victims and criminals mentioned above.
No one on this forum, but you, said anyone is better or worse than anyone else. All victims deserve that their preditor be held accountable. The criminals you mentioned above ...ALL OF THEM... should be prosecuted to the fullest extent and not let off with so much as a slap on the wrist. (That is the problem!!!) Perhaps if our criminal system enforced the laws to their fullest extent, there would be fewer of the crimes you mentioned above...including embezzlement. The laws and associated penalties are there ... use them! Why do you think people like Litsa continue to do what she is accused of doing? Because she continues to get away with it, that's why. Based on the posts from the people who worked "directly" with Litsa, this is the SECOND time she has STOLEN money from unsuspecting organizations. This time it happened to be a school that educates children.
These criminals are all bad people who should be put away for a long time. Long enough to think twice the next time. If they get caught again, put them under the jail.
Multiple wrongs do not make right. You can't justify, in any way, why Litsa should not be held 'fully' accountable, just because other criminals were not. THEY SHOULD HAVE BEEN !!!
Even more of a travesty is the lesson she is teaching her children and the message it will send to everyone elses children if she gets off with a slap on the wrist.

Let's see. Put an embezzler in an overcrowded prison for five years. Who should we release early? A rapist? A child molester? A crack dealer? A member of MS-13?
Sorry, but not all crimes should be prosecuted to their fullest extent given the realities of our prison system.

We don't need to increase taxes, we can just spend less on public education. It would be ironic to take the money from the schools in order to put a woman who stole from a school behind bars.

She was caught! Committed a white collar crime! Deserves everything she gets. Rich school or Poor school, doesn't make a difference. Why not seek the lost money?????? Because the don't need the money????? Very Polyianna. Kind of the like the company she embezzled from, they have plenty more funds to collect to replace her embezzlement habits. (sarcasm!) Very liberal! Hope you believe she will never do it again too!

Or, would she have been caught if nobody had never noticed?
duh. If she wasn't caught, that MEANS that nobody noticed.

She was caught, actually it was Litsa stupidity herself who gave it away by being so greedy.
Check out The Washington Post, front page Style section, article on white collar crime and fraud. I can only hope with the high profile water collar crimes surfacing a true sentence will be awarded Mrs. Mattfeld. Read up Mrs. Mattfeld. Whole article pretty much applies to YOU!
litsa hubby had the dog out for a nice long walk today along the FFC parkway. They really lokoed like they were enjoying thier time together without Litsa the Embezzler near by.
Lisa is such a loser that despite stealing from her former employer, an invalid "friend" and the PTA, she does not even own her own home. She is though a piece of work! She really really really does not think she did anything wrong and continues to seek out opportunities to sit on community boards. I truly hope this never comes to fruition. I welcome the day she does go to court and the courtroom is filled with the people she lied to and violated.

Nice try Litsa..............we are NOT going away. We are going to keep at this so you maybe get the message that what you did was WRONG! and we would like to see you have consequences for your dispicable behavior.
The below post is from the "Centreville" thread. And you jokers think Litsa will get a stiff sentence when this murderer got 3 years. Keep dreaming. Hope y'all had a nic Christmas dreaming of Litsa in prison, cause that is close as you'll get.

Three Years Prison for Child's Death
By Bonnie Hobbs
December 20, 2007
If she'd lived, Crissmis Noelle Reese Jones would be enjoying all the Christmas lights and looking forward to celebrating her second birthday on Dec. 30.
But she was never given the chance. Instead, as a newborn infant, she was beaten so brutally inside her Centreville home that she died at just five days old. And last Friday in Fairfax County Circuit Court, her 40-year-old grandmother, Heather Tracie Thomas, was sentenced to three years in prison for the crime.
I find this kind of thing so repulsive mainly because this murdering trash is practically getting off the hook for killing a 5 day old infant. This c--- does not deserve to live at all, I hope she gets killed in jail. Our justice system is soooo f---ed up that a decent man (ie: Vice Principal Cub Run Elementary) growing pot in his closet at home for self consumption has his life ruined yet this embarrassment to humanity will in 3 years be back in her gov't subsidized home in shitty Londontown drinking beer, swearing, beating children and babies, whoring herself and generally being another white trash piece of shit from Centreville. I wish she were in China, they'd cap her ass then send her family a bill for the bullet.

you are not using "vitriol" properly, try again.

vitriol
noun
1. (H2SO4) a highly corrosive acid made from sulfur dioxide; widely used in the chemical industry
2. abusive or venomous language used to express blame or censure or bitter deep-seated ill will
Let us not forget that Litsa has a previous record of stealing and this is a very highly publicized trial. Judges don't want to seem weak in the public eye.

and that is why people must show up at her hearing. the judge should know how angry the navy community is.

A few people mentioned it when the story first broke, but somehow lost in the conversation over time was the fact that the real damage done by Litsa Mattfeld was to the community; Navy Elementary School's directly and Fairfax County's indirectly. Many in the local community believe that people with ties to Litsa Mattfeld inside and outside the PTO and Navy had knowledge of the ongoing embezzlement. These negative feelings are ingrained now.
The community closest to Navy is now polarized. Litsa Mattfeld and others like her are now being associated with toilet bowl scum and that message is being passed down to the students at Navy. A new slate of PTO officers, who supposedly actually count money now, cannot restore trust in the organization; too late for that. People will always give a little money for the PTO theme events, but not big donations.
Parents of elementary age children will not forget what happened throughout the coming years of Middle School and High School. The possibility exists for some real social ostracism to result from this whole thing, especially along neighborhood and "perceived" socio-economic lines.
Some of the forum comments have been quite comical and even entertaining. The ongoing damage to community relations that Lita Mattfeld caused won't be funny and it won't be going away anytime soon.
Some questions for Cynical Citizen and other members of the Navy PTA/PTO...
1. What PTA/PTO collects so damn much money that you don't notice $180K missing? What is the point of collecting those kinds of dollars? To help underprivileged kids, which are probably few and far between in your community? Or to show off how much money you have by writing Big Checks in front of your neighbors?
2. What kind of PTA/PTO collects that kind of money and then doesn't keep an eye on the people handling it? I assume, given the type of community you live in, the PTA/PTO must be swarming with CPAs, CFOs, etc. Was there a complete abdication of any responsibility on your part? Is that why you are so angry at Litsa, because she exposed you as being lax and inept?
3. Why the blood-lust for Litsa? Is it because she is obviously less-educated and comes from a much lower class than you, but she made all of you look like complete fools? Is that Litsa's real crime? Not so much that she allegedly stole $180K, but that she apparently made you look like such complete fools while doing it?
My wife just called me to inform me that my neighbor spoke with the Commonwealth Attorney's Office this morning. (neighbor is active in PTO) Apparently, Litsa and her attorney have reached an agreement with the prosecutor and will enter a guilty plea at her preliminary hearing next week. In return, Litsa will be sentenced to 1 year, be made to pay restitution, and be banned from handling any money for nonprofit orgs for the next 5 years. The prison sentence will be suspended if she sticks to her restitution payment plan. My wife told me the restitution plan is ridiculously light - something like $50/month or something paltry like that.

I heard roughly the same thing. Seems to be the news spreading through the neighborhood this afternoon. Is there anything we can do to stop this? Can't a judge put an end to this by not accepting the plea deal?
Why don't one of you call the commonwealth attorney and make your objections known. Since you come from a rich neighborhood it will carry much more weight than just an average citizen. Drop names of who you are and who you know, isn't that the way it is done?
What are the chances fatso will ever be able to pay back 180K anyway?
BTW a judge never has to accept the deal made by the commonwealth. He/She is not bound by any agreement. Sometimes it does happen that the judge will find the deal to be totally out of line with what should be done and impose serious time.
Stealing from kids at the tune of 180k should rate five years at least. The blimp needs to be taught a lesson. Also I am sorry but I tend to agree with Fairfax MF, who was watching to make sure the money was going where it was supposed to and what the hell were you people planning on spending 180k on a field trip to Tahiti?
