No, that isn't possible since there is no code section for a felony refusal. A clerk might have checked the wrong button for FELONY instead of MISDEMEANOR. And a refusal charge is issued on a magistrates summons, so the officer couldn't have typed the wrong code. Riddler provided the actual code, I provided the link for the code.
