You'll be pulled over again if a cop sees that you don't have a sticker. What you quoted from the VaSP site says that the car doesn't need the initial inspection. It does not say that does not need the decal. All dealers in VA sell new cars with inspection stickers. I'm thinking that the dealer is allowed to put a sticker in the window without performing an inspection on the new car.
