It's the future headquarters for The Enclave.

I've flown planes around there during "build time" flights. It didn't exist at the time - if you look at "map view" of the following image, the origins of this "island" are shown...maybe after zooming out:

The Brotherhood of Steel may have something to say about that.

There used to be a town there but when they logged the island it all eroded away. They are rebuilding the island using dredge material that is taken from the shipping channel to baltimore (i believe). They have no where else to put this material so decided to rebuild poplar island. Believe it or not I learned this on a field trip in college.

The island was built with government funding during the Bush years. Some buddy of Bush needed money. I think the guy got something like $500,000 out of the deal.

Publicly it called a "Nature reserve" and posted signs say keep out "turtles only." The island is empty and has been used in the past as a place for filming porno's outdoors. Women sneak on to the island to sunbath in the nude.

Everything on Earth is eroding. There is no historical evidence that logging had anything to do with its erosion. ALL the islands in the Chesapeake are eroding, and many are already gone that had nothing to do with man. Poplar Island was once over 1200 acres and a few hundred years ago eroded into 3 seperate islands: Poplar, Coaches, and Jefferson Island. Since most wind and waves here come from the north and west, Poplar protected Coaches and Jefferson, and Poplar was eroded down to about 4 little pieces totalling 2 acres in the 1990s. Now dredge material is being dumped at Poplar Island's old site to create a nature preserve. Jefferson and Coaches Island are privately owned.
