Altered or ficticious would be if you had a sticker on your plate that didn't belong on it. Example - if the tags expired in Aug 08 and you had Aug 09 displayed, that is altered/ficticious.

In reading that code section, it appears to be part of a definition of what an emergency vehicle is. If your (OP) vehicle isn't an emergency vehicle, then you are not allowed to have flashing white lights. Sounds like the officers were thinking outside the box on this one.
