I'd have to actually see an enveloping canopy at the memorial to remember one. NPS has indicated that an enveloping canopy will "eventually grow" around the memorial. That day hasn't arrived yet. Had you ever been there, you'd know that. If you knew the growth rate of ginko trees, you'd know that. To date, you've simply been bamboozled by an art school dropout's rendering.
Do you understand how trees grow? When this enveloping canopy materializes, in about five to ten years, drivers will still be able to see the glass and granite walls of the memorial while passing by.
