Found this on the Fairfax County website. I got it now. Their action plan to prevent homelessness is to allow them to maintain jobs as a day laborer. Thomas Ryan is listed on the committee. But its against Federal Law.

Preventing and Ending HomelessnessThe Implementation Committee for the Plan to Prevent and End Homelessness will develop recommendations for carrying out the strategic plan to end homelessness. The 95-member group, appointed by the Board of Supervisors, represents:
