A Mason District task force that has been looking for a place to establish a hiring center for day laborers for the past 14 years might have found one: A local businessman, Christian Kim, has offered to partner with the task force to provide space in an office building at 7700 Hummer Road.

At this stage, it’s just a topic for discussion, said Mason Supervisor Penny Gross. Lot of issues need to be addressed, such as zoning requirements, budget, occupancy, and what kind of non-profit would operate it. “Right now it’s just conceptual,”she said.

In fact, a representative of the Della Ratta commercial management company, which is trying to find tenants to lease vacant space at the Hummer Road building, said, “there is no proposal. There is nothing to discuss.”

Nevertheless, a member of the Hummer Road Task Force, which was formed by Gross in 2000 to search for a safe place for day laborers to connect with employers, is optimistic about the prospect of locating the center at 7700 Hummer Road. That building is across the street from a 7-Eleven where many day laborers hang around waiting for people to offer them jobs. It’s also close to the Little River Shopping Center, where these workers also congregate.

Among the members of the task force are representatives of the Legal Aid Justice Center, Fairfax County Police Department, office of Braddock Supervisor John Cooke, Annandale Christian Community for Action, the Wedgewood Apartments, and the Fairfax County Department of Neighborhood and Community Services.

The task member calls the Hummer Road location “a dream come true,” saying the property won’t need to be rezoned, which would eliminate a huge barrier. The facility won’t receive government money, so other funding sources would need to be identified, such as foundations, nonprofits, corporations, or employers.

The center would be modeled on the Centreville Labor Resource Center, which opened in December 2011, and is entirely supported by grants and donations. That center has a databank of workers listing their skills and matches them employers who need people with those skills. Employers sign a contract stating they will treat workers fairly.

That’s crucial, the task force member says, because employers often take advantage of day laborers, by paying them less than what they promised, or not paying them at all, failing to provide access to drinking water, and otherwise mistreating them.

That's a Charger. Which I suppose COULD drive around mustangs depending on the trim. Chargers suck. Most cops would rather stick with the Crown Vic. They don't break down like Chargers do. No difference in price too.

Fairfax County Supervisor Penny Gross and then Captain Tom Ryan tried years ago to put a trailer behind the Culmore 7-11 for the exact same thing---------to give the day laborers a place to work from. The idiot Tom Ryan even got a huge trailer and it stayed in the parking lot of Mason District Station for years. This never worked out because of zoning requirements such as there would be no running water, sewer, etc. in the trailer.

It amazes me that Fairfax County continues to promote opportunities for Illegals. These Democrats just don't get it that it against the law to allow Illegals to work. Not to mention that they don't pay taxes, file tax returns, etc. This is another stupid blunder by Fairfax County Government and the Police Department.

The other reason why there are so many day laborer in Annandale can be directly attributed to then Captain Tom Ryan (who is now at a much higher level). The Hummer Road 7-11 wanted to hire off-duty police to keep the day laborers off of their property. Tom Ryan said no. So 7-11 had to hire private security which did nothing. The day laborers spread down the street along Route 236 all the way to Markham Street. Not only did 7-11 have to hire private security- but so did the gas station next to the 7-11, and the Safeway Shopping Center. Years later, the police department worked off-duty security at the Exxon gas station at 236/Markham Street, and the business complex between Hummer Road 7-11 and the McDonalds. All because Tom Ryan did not feel that it would be an issue. It has now blossomed into a mess. And now the County wants accommodate the day laborers. What a joke.

By the way, the idiot above posted a "Charger" from Prince William County Sheriff's Office..........wrong cars and it's not Fairfax County Police. What an idiot.

Found this on the Fairfax County website. I got it now. Their action plan to prevent homelessness is to allow them to maintain jobs as a day laborer. Thomas Ryan is listed on the committee. But its against Federal Law.

I kind of like the idea of a place for day laborors to go vs. loitering around for a few blocks. Plus its one central place to find daily help.

The issue of "illegals" vs. finding help for a project are two different things. Until we live in a police state where feds show up and scoop up the illegal workers then might as well make the whole exchange (worker waiting for work, employer picking them up) as streamlined and less a burden on the neighborhood as possible.

Don't be so quick to judge. Corporate america has no problem sending plenty of tech jobs to the likes of india. But that's ok, somehow.

If the whole legal/illegal immigration issue was addressed this would be a non issue. This strikes a nerve because its out in the open.

And before that you had a Justice Department run by George W Bush that chose not to enforce the law . This is the real problem. You have a large number of employers who want cheap labor who are willing to tolerate questionable working conditions, and are indifferent about whether those employees are illegal. Actually they are here freeloading. They receive multiple forms of public assistance, their kids are the primary reason for increasing public school costs, they are responsible for a disproportionate amount of crime, they tend to work under the table and do not pay their "fair share" of taxes, and a large percentage of the income they do generate is sent out of the country.

Have a little respect for the people who are here legally and have to support them and who are affected by their (illegal) presence.

I always get a laugh out of these ignorant Americans who keep using the quote "What part of illegal don't you understand?". Yes the laws are in place to deport these people but nobody is going to enforce those laws except in extreme cases. The fact of the matter is that our economy depends on these hardworking immigrants.
During our last home building boom the undocumented American workforce made lots of Americans a ton of money. Subcontractors employees were using them left and right and most of the builders looked the other way because they knew the undocumented American workforce was keeping the production schedule ahead of schedule.
These undocumented Americans pay sales tax and they rent housing. In most cases it would cost this country quite a bit more if they were legal citizens that lived to an age where they could collect Medicare and Social Security. We are all very lucky that they chose our country to immigrate to. Next time you see one of these people at 7-11 tell them " Gracias Amigo " and slip them 5 or 10 bucks.

Actually you're terrible at math. There are a drain on the economy because they are not part of the tax system. This is why hospitals are closing because they had no health care and were using the ER instead of regular doctors. Sales tax is meaningless asshole, there are other more significant taxes that handle road repair and services. By not having them in the tax system it hurts them as well, it condemns them to being 2nd or 3rd class workers outside of the system, regulated to cleaning toilets, mowing lawns, and menial jobs.

Well if you believe that bullshit why don't you demand that your lawmakers enforce the laws that are already on the books and start deporting all these "illegals". We both know that is never going to happen. If you really believe that these hardworking, honest people are a threat to our country you have the right as a citizen to make a citizens arrest and petition the district attorney to prosecute them. This is another good point. Immigration to the United States also includes becoming a loyal citizen. These people (although they are Hardworking) are here for the jobs, better education, etc. They're not here to become contributing citizens, they're here to suck Uncle Sam's teat dry. If it were even possible to round up all the illegals and send them home in say, a years time it would break the back of the American economy and send us into a full blown depression. Yeah, he made his money by undercutting other trade businesses using low-cost illegal labor and not paying for licenses, insurance, taxes, etc., to the point that legit businesses couldn't compete. That's why there are a trivial few left. All he did was displace others, as illegals continue to displace other workers and drive down wages especially at the lower end. It's not that these are jobs that Americans can't do, plenty of Americans did them. They've just been pushed out now and we're forced to support them as well.

All the hate aside, when I go to Mexico or anywhere in South America, I have to speak Spanish, because that is their language in the those countries. Sure they have some people that speak English in the major cities, but Spanish is their language. So why is everyone so upset that English is the primary language of the United States? The answer is, the Spanish speaking people have not been assimilated into the culture, which is the point of immigration. If I move to another country to work and become a citizen, then I am expected to learn the language, the laws, etc. In this case, some are here for the jobs to send the money home, to make a better life for themselves, etc. I don't see the same kind of desire to be part of this culture that I see from other people from other countries coming here. Am I wrong?

Have you spent any time in Europe? People that have access to a reasonable amount of education there speak three or four languages. Here in the USA only the highly educated citizens are multi lingual. Americans have become very lazy and ignorant over the last few decades. Effectively, yes, they did. Otherwise, they can't compete. If they can't compete, then they don't have jobs and/or aren't in business. Which is why they do and why there are very, very few Americans left working in the trades versus it being a case of jobs people just don't want to do.

As far as the economics go, actually you have it exactly wrong. The relative easy availability and over-supply of cheap illegal labor is precisely why someone can pay less. Why hire a legal person at $12/hour if you can easily find an illegal who will work for $6 with no benefits or insurance or anything else? If there were fewer illegal workers, then there would be less of a cheap labor supply which would tend to drive wages for such work higher. Once again, illegals displace lower income workers who they directly compete with for the same types of lower-end jobs. Reduce the supply and job opportunities and wages where they work as well as for others who otherwise are displaced would rise.
