Wrong. Every resident will pay 100% of the tax either way. What someone else pays doesn't affect what percentage you pay one bit. Any additional spending by 'outsiders' only affects the county's total take. It does not offset any of what you pay.

Tax increases for next year have already been assessed. You will pay those regardless. The only effect of the meals tax is that you would pay that much more. There is no stated or implied reduction to any other taxes with enactment of the tax. It is purely in addition to.

That is not even what he was saying. He was saying that each and every meal in Fairfax County will carry that four percent burden. While the total amount paid by outsiders is 28 percent, over a couple of years that amount will be wasted by either the BOS or School Board so at the end of the day that outside revenue is totally irrelevant.

The BOS knows full well that they have maxed out the Real Property tax without getting evicted from their cushy FFX government office in the next election. For that reason, it will force both the BOS and School Board to examine programs for effectiveness, duplicate spending, wasteful spending (ie consultant contracts to unqualified contractors), and make hard decisions. This is what we are paying them to do rather than attending conferences, turning the school system into a social experiment lab and raising their own salaries by 85 percent!

FCPS doesn't just manage to hire unqualified contractors, some of them even end up targets of grand jury investigations!

Rresidents will pay 100% of the tax. When they buy a taxable item, they will pay the entire tax at an additional 4%. What someone else pays does not affect what they pay. What the county recieves in total revenue from the tax including any additional tax from non-residents does not affect what they will pay. It's intentionally misleading to claim otherwise.

Not when it just offsets about the same amount of money that would be brought in by commercial real estate taxes otherwise at a lower cost to residents. A meals tax will cost most county residents more and it subsidizes businesses and wealthy property owners at the expense of residents, especially those at the lower end.

The only burden being shifted is from commercial property owners, defense contractors, multi-billion tech companies, and wealthy developers who own the BOS off onto residents

You are exactly right. We had a HOA meeting last Thursday and everyone is voting yes. I think this tax will pass by a narrow margin.

The kids won't get any even of whatever smaller portion actually makes it to the schools. All of it only about covers the annual increase (not total cost) in healthcare benefits for teachers. Anyone thinking that this is going to part for improving anything related to education or kids is dreaming.

Not only is the tax relief a bit of fiction but the actual increase in school spending is in no way guaranteed. Depending upon the fiscal environment, the Board of Supervisors are going to transfer the amount of money that they deem necessary to operate the School System. Should something happen to cause a decrease in real estate assessments or if sales tax receipts decrease which will cause a decrease in grants from the state the so called $70 million from the meals tax will disappear overnight. Neither the School Board or the Board of Supervisors are legally committed to use the funds in the manner in which is stated on the referendum. For all we know, the School Board may choose to use the funds to fund sex change operations for our transgender students or the Board of Supervisors could use the funds to attract a gun manufacturer to Fairfax County. There are no legal limitations to the use of the funds --just good faith statements from politicians (LOL).

DEMOCRACY? Are you kidding? The School Board has now moved to SJW's platform that they will not cave to the 'whims of the majority"

I think I'm a pretty fair person and I rarely considered the minority opinion a "whim"…it had merit to them, I just felt differently.

I don't have a clue where we are headed now but I'm sure glad I no longer have school age kids. I'm voting no because I want to see transparency and democracy. Show me that and tell me why the auditor is on paid leave and why no "resolution/commitment" was made by the SB that it would go to the salaries first. Maybe in the future I'd rethink my position. Too late for this go around.

Why does casting a "no" vote on the meals tax make someone an ignorant fuck? It would seem that the mere fact of FCPS' documented history of wasteful spending would argue against the meals tax. I think you are wrong Bill. Our schools system is educating future taxpayers. The meals tax is an investment. What little money is raised from the meals tax now will be returned 10 fold or more in the future. Everyone in my family and most of my neighbors are voting yes because it's the right thing to do.

I was talking to an extended family member the other day who insisted that 70% of the proceeds of the tax HAD to go to the schools. Absolutely had to, it was written in stone.

My friend who is against the tax however, insists that the opposite is true and that the tax was written in a way so as to be ambiguous as to where the money was going.

Now I'm just confused, is 70% going to the schools if it passes or not??

The Board of Supervisors decides each year how much money to grant to the School Board for funding FCPS. This has been approximately 51% of the total tax receipts of the County in the recent past. The Meals Tax will increase the tax revenues of the County. There is NO requirement that the BOS increase funding to FCPS or pass any increase in tax revenues to the School Board or FCPS.

So the Meals Tax will increase the overall tax take (these are the funds the BOS uses to pay for all kinds of services) but there is no guarantee that the BOS will send more money to the FCPS. And further, the SB/Administration decide how to use funds allocated to them but there is no guarantee or requirement that any funds be allocated specifically to e.g. teachers salaries (this ignores the requirements that accompany many funds received from the State and Federal governments).

So - listen to Tom Davis, former Chair of the Fairfax Board of Supervisors and Congressman for Fairfax District: "I'm afraid if you give these folks (FCPS School Board) too much money they're going to start doing some goofy things, instead of just educating kids. I'm really very anxious about giving the School Board more money sometimes - you're going to see political correctness run amok; so I'm going to vote against the Meals Tax this time."

This is totally correct! The Board of Supervisors decides how much to allocate each year to the School System. The advertised allocation is based on a good faith effort to provide 70 percent to the schools, however, there is no legal requirement.

For some time, people have been asking FCPS to justify certain expenses: mindfulness, the Buck institute, the leadership retreats, working meals, $80,000/month on travel, large numbers of administrators and so on.

All FCPS has to say-if anything-is that the money was spent properly.

Without transparency, waste is a good presumption.

Giving them more money means they will have more to waste. Just look, the auditor has been on paid leave for months!

Much of what they say about the meals tax is nothing but propaganda: tax relief (there are no plans for this) and teacher salaries (FCPS is looking at MAJOR expenditures on the Stuart school renaming and the transgender facilities). It would not come as a surprise if Sharon Bulova had a portrait of Stalin in her office, she is a grand master of the big lie.

Additional funds will not change the past behavior of both the BOS and the School Boards. Both Boards have a history of questionable spending and bad decisions regarding the budgetary process. Also, as Tom Davis states, the School Board has a habit of spending heavily on very expensive and trendy social engineering initiatives. Additional funds will only encourage this disturbing behavior.

What makes you think opposition to the Meals Tax comes from the far right? The No Meals Tax campaign is something that is bringing together Republicans, Independents and even many Democrats.

And TX doesn't have state income tax. Or personal property tax.

Really need to look at the total tax burden. Which is part of why the BOS likes the meals tax since insidious little taxes like that don't appear in a lot of comparisons and they can claim 'gold standard' schools and low real estate taxes. TX is 41st lowest out of 50 states by one count. VA is 39th. Adding a 4% meals tax would bump that up quite a bit.

Also that information reflects the typical state rate, not the Fairfax County rate. Fairfax County's rate is well above the typical state rate.

The same entity has a page that breaks real property rates down by County, using effective tax rates. Unfortunately it was from 2010 and didn't reflect all Virginia jurisdictions. Of the 38 Virginia jurisdictions included Fairfax came in 8th highest in terms of rate, and 446th nationally out of 800 jurisdictions. However when you looked at real property taxes paid (rate times property value) Fairfax was then 52nd highest nationally and was above all Virginia jurisdictions except Loudoun (34-337) and Arlington (38-544). It was ahead of Alexandria (59-521), Prince William (124-405) and also Montgomery Co. The meals tax was always a joke. The money would have been used to rename schools, fund a half a million dollar compensation package for a new superintendent, give the school board another raise, hire consultants and build some more turf fields.

"Raises for teachers" and "tax relief" were poor attempts at propaganda. People saw right through it and voted against the meals tax. Now FCPS is in a corner and the teachers, soccer moms and band parents are in an abject state of denial.
