Nowhere, anywhere, is there a guarantee that passage of the meals tax will lower property taxes. A far more likely scenario is that if the meals tax is enacted, it will not raise enough money to satisfy the schools and property taxes will go up anyway.

FCPS wastes money. All too well documented are cases such as the $9,000/day music and neuroscience consultant, the $10,000/hour commencement speech, the $80,000/month FCPS spends on travel and all of the perks (retirement, housing allowance, car, phone, etc.) that they give Karen Garza.

FCPS needs to cut spending. If this means certain "popular" programs have to go, then they go. The mission of FCPS is to serve the student community, whatever it may be.

Vote no on the meals tax on November 8.

Just because we can collect a meals tax doesn't mean we should. Just because other jurisdictions collect a meals tax doesn't mean we have to. Just because other counties are irresponsible with what they've been entrusted to manage on behalf of its citizens, doesn't mean we have to act the same.

Why can't we think for ourselves and do what makes sense for managing the budget? It is baffling that while we discuss the need for additional funding we are not at the same time reviewing our current spending habits and addressing poor choices before we try to shake down everyone for more money. Show me how you're going to improve your current spending habits.

And to those pointing at current county employees as being staunch advocates, you are right. The people I know who are the vocal supporters are all county employees - makes for some awkward conversations to have to point out the obvious conflict of interest there.

During the BOS debate the legality of the School Board campaigning in favor of the meals tax was openly questioned and at the very least the Board was discouraged from using the School Board as a promotion tool or Board Members utilizing their titles in an effort to promote the tax. Obviously, the Board disagreed and did their own thing. Did you expect anything else?

I think the school board has crossed the line here. Certainly Garza has, she is a County employee. She is being paid VERY WELL to run the schools, not to campaign for new taxes.

Loundoun shot down it's last meals tax attempt by about 70%-30%.

NPR does this segment yesterday on kids who feel "anxious" and there's a special school in Fairfax (Aspire) that caters to this.

From the NPR segment: "It's expensive though. The Fairfax district spends on average just under $14,000 for each of its students. The Aspire program? About TWICE that." "Most of the 17 students in this program ...take online courses so they can work by themselves, at their own pace. And there are also several therapists and social workers who work with the students..."

So almost half a million dollars for 17 kids - and they teach themselves!

That is a wonderful program. Keep in mind that education costs nothing. We are educating future taxpayers here. Without good education our citizens will become a drain on our society. Without a good school system we have nothing.

This assertion; "education costs nothing" is ridiculous. Fairfax spends $2.6 Billion dollars each year on education. Do we get a return on that? Some of those dollars are spent wisely and some are not. The key to good management - and by extension, the future health and prosperity of the County - is to invest or spend as wisely as we can. This requires a careful and skeptical, fact based assessment of each program. Spending $500,000 on 17 students may be worthwhile, but I'd like to see the analysis that shows that "several therapists and psychologists" are necessary to bringing these students to a point where they will be productive, and tax paying members of the community.

The county is insatiable, the revenue is never enough and it's laughable that you think that somehow the real estate taxes will be reduced. Before they raise any new taxes they need to cut back, say 10% across the board for starters. With the budgets as big as they are they would never miss it.

Damn I can't wait to retire and just get the hell outta this place. I'll be moving to southern VA just to live off the teat of NOVA for a while.

The meals revenue enhancement plan is a good one as nearly half of it will be paid by non county residents. If this plan is not approved by the voters then look out because we are going to get the revenue we need in another way and it's really going to cost you!

No, I'm right as usual since I've actually taken the time to look at the basis for that number an you haven't. It's a trivially simple guesstimate based on very generalized numbers from a broad economic model being used somewhat inappropriately for a specific financial calculation. It doesn't take into account that local residents eat probably +3X the numbers of meals locally on an ongoing basis vs 'outsiders.' I don't think that they even bothered to back out the towns already collecting meals taxes from the top- or bottom-line numbers.

Even more pitiful that a county like Fairfax would be relying on such minimal analysis as they've done for a $100 million tax proposal that's been in the works as long as this has in various forms, especially when they have better data available which could be used.

So the incompetent budget planners who ignored the shortfall and passed a dream budget wants a bailout? No way!

What is worse, tax revenue for this year is WAY down, meaning the shortfall is by far more than expected.

I have to plan and live within a means. I'm not bailing out the school system, I have more important things to do with my money - like pay my bills.

Eating out is a small luxury/necessity at times, and no way I would raise the tax rate to 10%!

Fairfax County will continue to grow and the costs of running FCPS and its schools will continue to increase. Since quality schools are a central part of the platform on which the long-term economic health of the County is built, the Board of Supervisors will do the best it can to help schools recover from the cuts of the Great Recession and to catch up with the continuing overhang of postponed infrastructure, salary, and other unmet demands. Collectively, these are expenses that the Board chose to incur today so as not to have to raise tax rates during the Great Recession. We put a lot of County services on hold or on a credit card back then, and the bill has now arrived in the mail.

The Board last year managed to come up with about $93 million in new revenue by increasing real estate taxes by 4 cents to $1.13 per $100 of assessed value. Nearly all of this will fall on country residents. And no matter what the actual percentage works out to be that will not affect what any given individual pays. i.e., Because some "outsider" pays tax only affects the county's overall take. It does not reduce what you will pay. Rather than how it's been presented as somehow reducing the tax by some percentage of a set revenue number, the more accurate representation is that every county resident will pay 100% of the tax. Whatever anyone else pays is gravy in addition to.

This actually happened earlier this year, but you're clearly someone who isn't really on top of things or very well informed so we will let your mistake on that slide. "managed to come up with" is quite the description too. It's not rocket science or some great feat to increase this tax. If you were more informed, which we have established you are not, you'd know they were trying to increase it by 6 cents ... Which failed. The board members could have had a five cents increase but threw a tantrum, didn't understand the implications of their voting and ended up with 4 cents. So either way our taxes are going up and not even six months later are trying to increase them in other ways. Sounds great right?

The problem with that argument is that we already tax meals sales TWICE. Meals sales are subject to the sales tax at either 6% or 2.5%, depending in what is sold and where, with part of that money going to the local government. In addition almost all businesses which sell meals are required to pay the BPOL tax based on their gross receipts. Adding a meals tax does not allow Fairfax County to tax a hitherto untaxed revenue stream. It allows Fairfax County to tax an already taxed revenue stream at a higher rate.

Even though I believe that the SB budget said this is so (the audio was poor), the SB will be asking the County for a $135 million increase in the transfer for the next fiscal year and a similar increase for the following year. This means that in addition to the meals tax revenue they will ask for an additional $67 million to cover proposed spending. The "Oh it will get extra money from outsiders argument" is pretty weak its basically saying "Hey we are gonna tax you for using services that you use nearly every week because sometimes other people that don't live in your area use those services every once and awhile"
