How did hiring him help ANY county resident? He's just one of many. If fCPS stopped wasting money, there would be plenty of money for public healt, public safety, libraries and schools.

Incidentally, there are NO plans to increase library funding even if the meals tax passes.

While it is somewhat true that a $20 meal will amount to a higher percentage of someone’s overall income if he makes $30,000 than if he makes $100,000. That’s just math. The same is true of the property tax, which is one reason why Fairfax County needs a new revenue source! But it is not true that the majority of meals tax revenue would come from low income residents.
According to the U.S. Bureau of Labor Statistics, the highest income group spends, on average, more on food away from home than the combined total spent by households in the lower three income groups.

The proponents of the meals tax insist the tax is for teachers’ salaries and tax relief. In fact, the ballot language referencing schools and tax relief was selected because it was the language that passed in other counties in Virginia and according to one supervisor “we need to use the language that will get it passed.” In reality, the Board of Supervisors will decide in April during the budget process how much funding goes to schools and then the School Board will decide how much funding goes to teacher raises and class size reductions. Flippen was never charged let alone convicted of anything. If this tax is approved it will be because of him and that would be very good for the citizens of Fairfax county (even those citizens that are too stupid to vote for the tax).

Bunch of red herring bs.

Nobody said that the majority of the tax would come from lower income residents. The point is that it is a regressive tax which has greater effect on those at lower income levels regardless how high you want to take that. You now concede that is the case. Property taxes are not regressive in the same way. The magnitude of the difference in food consumption is not nearly the difference in property values on a dollar basis (i.e., the difference in food comsumption is not nearly $100,000's of dollars as property values easily are). There is a break point at which the equation works to the advantage of either side depending on property value/income/consumption and you might argue what that exact point may be but generally a meals tax greatly favors those at the higher end to the disadvantage of those more toward the lower end.

None of which has much of anything to do with 'needing a new revenue source' which you knuckleheads continually parrot with no basis beyond that it sounds good.

The meals tax also greatly favors businesses and commercial property owners, developers, and real estate-related businesses (about 1/3 of the county total book) since they avoid an equivalent ~$0.04/$100 increase to real estate taxes which they would pay otherwise. Which does have a lot to do with why the BOS wants to 'diversify revenue sources' by benefiting its primary patrons to the disadvantage of residents.

Please do not misrepresent the facts! It is insulting! The money is already spoken for by both the BOS and the School Board. The School Board is going to use the money for take home computers, teacher's pay, text books and a few spare coins that they find in the sofa will be thrown towards preschool and classroom assessments. The BOS has already programmed money for fire fighting that is now paid with grants, police protection and early diversion programmed that is in process. For those people that are holding out hopes for niche luxury items you are simply out of luck! More importantly, it will give both Boards the luxury to waste funds because there will be more to throw around for their favorite pet projects.

'H' - Tom was Chairman of the County Board of Supervisors the last time a Meals Tax was put to a vote and he was the Co-Chairman of the Advisory Board constituted by Chairwoman Bulova to look at the current Meals Tax. There is no one who knows more about the Meals Tax than this guy!

The Town of Vienna levies a 3.0% meals tax and the Town of Herndon imposes the meals tax at 2.5%.

This would be an additional $100 million in new taxes after the Democratic controlled Board of Supervisors raised our real estate taxes by $100 million, a 6% increase, already this year.

Second, 70% of the new meals tax money is to go for schools because Fairfax County Public Schools need to be "more competitive" in teacher compensation. Yet, last year FCPS filled about 1,000 teaching positions where over 15,000 teachers applied for those positions. Those teachers thought the compensation was very competitive.

Did you also know that retired Fairfax County employees are eligible for two pensions, rather than just one, until a retiree is old enough to receive Social Security benefits? This second pension is virtually unheard of anywhere else in government or the private sector.

Guess who else is not responsive to the voters. The School Board, however, they were responsive to their need for a pay raise of EIGHTY-FIVE PERCENT! What was your last pay increase? If you were a Federal employee or retiree and had most of your hand removed in an accident you would be able to stick up that single remaining finger to indicate that you got a one percent increase last year!

Fairfax County — On Nov. 8, Fairfax County voters have an opportunity to cast a powerful vote for themselves, and for better government by voting “no” on the proposed Meals Tax. A “no” vote will send a message to the county Board of Supervisors that higher taxes should not be routine, and that county leaders must focus on better management, and more importantly, the School Board, more efficiency, and greater respect for taxpayers.

The ballot language for the meals tax referendum was carefully worded to avoid guarantees for how the money will be spent, while pro-tax forces want voters to believe it will be used for teacher pay raises and property tax relief.

In fact, there are no guarantees for this at all. To remedy this glaring political error, a public relations campaign has been launched, partially at taxpayer expense, by teacher unions and some on the county board, to try to convince voters that the board’s intentions are to use the new revenue for teacher pay hikes even though no such requirement exists.

Voters shouldn’t buy the argument, and they shouldn’t approve the new tax.

A closer look at school spending shows that the intentions of the School Board are to delve into more political correctness and social engineering. One example, is their recent release of an RFP to identify a community convener to “study” and bring about the name change of Jeb Stuart High School, despite the fact that the Stuart-area population and students oppose the change.

There are a number of problems with a new tax on prepared foods and meals, but most troubling is the very regressive nature of this proposed new tax. The tax would be imposed on all meals at restaurants and carry-out, in addition to prepared food sold at convenience stores, food trucks, etc. — meals that are necessities, not luxuries, for many working men and women, and busy families. The new tax would also be levied on all ready-to- eat foods including a long list of items such as deli foods and grocery store rotisserie chickens.

While there are many other problems with the proposed tax, it’s also troubling because it confirms an unhealthy focus by county leaders on higher taxes and more revenue as opposed to better management.

Earlier this year, county leaders passed a $100 million increase in property taxes — also presumably to fund education. Now, they’re back in front of voters asking for another $100 million in the form of the Meals Tax.

Easy money makes for bad management. In 1992, as board chair, I supported a meals tax. The county budget was in terrible shape coming off a real estate depression that saw our commercial tax base collapse. Voters rejected the tax, we took the opportunity to reorganize our budget from top to bottom and two years later were named the Best Financially Managed County in America. The budget problems today are nothing of that magnitude. And with no guarantees as to how the money will be spent, plus the current School Board’s spending proclivities. I am voting no.

It’s important that voters reject this, join me in voting “no” on the Meals Tax.

I'm conservative and generally for smaller government, but user taxes are better than blasting home owners. While the meals tax and the gas tax are regressive and hurt lower income people most, they generate tax revenues from a much larger population. There are lots of people in Fairfax that use our schools and roads that pay no taxes, except the existing 6% sales tax.

I am a Liberal Democrat. After carefully reviewing the information I must conclude that IF we need to increase taxes beyond what rising real property values produce, the typical Fairfax County homeonwer would be better off if we increased the real estate tax rather than impose a new meals tax.

As a homeowner, I would rather pay a meals tax than increased property taxes.

The meal tax is a user tax and affects a broader base of population and, despite what is being advocated, is not regressive.

The meal tax on a Mickey D's Happy Meal is about 12 cents.

The meal tax on dinner for two at Capital Grille is about 12 dollars. This customer won't even notice after his or her 3rd $20 Bombay Sapphire Mortini.

That is a novel concept.

There is no way I am going to vote for the Meal Tax. Even Tyson Corner, the 10th largest business district in the county could help fund some of the FPCS mess. The builders and land owners could easily be charged slightly more in taxes and they will not move out it droves.

The problem, FCPS is a $1.4 Billion company run by a bunch of pie in the sky "educators". We need business and financial people running FCPS. You cannot tell me there is no way to trim even $50 Million from the FCPS budget without directly impacting each and every kid.

Let me start just with the stupid Laptop "Extended Maintenance Agreements". For every laptop for staff, teachers or students, another $300 or so is paid for Extended Maintenance. Just buy more laptops that can be swapped out internally and deal with the problem internally. Come on, even if you bought 5% additional machines, you should be far cheaper off than the stupid money wasted paying Dell and other office machine providers!

There are PLENTY of areas where smart ideas could be implemented and costs could be cut. Transportation, Facilities, Energy, Technology, Bloated Management.

People, wages and pensions are killing FCPS, this needs to be addressed as well.

Plenty of room to clean up without impacting the kids in the classroom.

One of the richest counties in the country and we now have 5 more laptops in the house thanks to my kids being in the Chantilly pyramid. We already have 4, 2 desktops, 3 tablets, a Smart TV and 6 smartphones but I'll take the free laptops since it's less wear and tear on the ones I own!

While a meals tax hits nonresidents who dine here, it also hits Fairfax residents who purchase prepared foods here. If you live in a $500,000 home, your household would only have to spend less than $100 on prepared foods each week for you to be paying more in meals tax than you would pay with a 4 cent increase in the real property tax. That additional meals tax would not be deductible on either your Federal or state income tax return. What the meals tax does not do is increase the tax burden on commercial property owners.

So Harriett, are you willing to pay MORE in taxes with a meals tax, just to get some money from nonresidents who eat here and just to spare commercial property owners a rate increase?
