BYSTANDER EFFECT The bystander effect is a social psychological phenomenon in which individuals are less likely to offer help in an emergency situation when other people are present. The most remote (as in furthest away from a major interstate) part of Virginia I have been is Floyd County. I dislike the sprawl and congestion of NOVA, but I don't know how anyone could stand living in southwest Virginia.
