The reason it cost so much to manufacture in this country is all the extra costs. At every corner you have the EPA with another regulation or OSHA with even more regulation. If a worker gets injured on the job there will be a regulation to prevent that from happening again. I not saying that having a safe work place isn't important. OSHA and the EPA try to regulate stupidity.

I lived in a highrise apartment build that had old elevators the would always get stuck between floors. If you waited for maintence to get you out you would be there for hours. I quickly learned how to pry the doors open an jump out. You had to be fast sometimes they would start working as you where getting out.

As a homeowner or a do-it-yourselfer you should be allowed to vent the freon into the air. The HVAC service guy can't do this by law. I would just cut the line and say that is why it's being replaced. If you have green neighbors do it at night or while they are at work. You could just vent it on the inside of the house just open a window.
