I could be wrong but I'm pretty sure Cary is actually a member of SEAL Team 6. Knowing that one day he'd pull the trigger on bin Laden, the CIA intervened on his behalf and kept him from doing time.
This is all my opinion and pure speculation based in no factual evidence at all really but this is FFXU and when was that ever a requirement here?
