Okay, here's what happened. On September 10th Monique took some of William's psychiatric medication (paid for with your tax dollars) and became manic. William blocked her from leaving because he is a control freak, so you have Monique trapped in a tiny apartment having a manic episode. They argued, and Monique took a painting of William's and hit him over the head with it. He started bleeding, and called 911.
Monique took her BB gun and went out on the balcony threatening the responding officers. There was a standoff until the police shot her with a bean bag bullet.
William went to the hospital and had to get 10 stitches because he was bleeding. The Commonwealth is trying to bump up Monique's malicious wounding charge to aggravating malicious wounding because William has a scar now, and that counts as permanent disfigurement. Really though, judging from William's personal appearance, he can't get any more disfigured. A scar isn't going to make him look any uglier.
If you want to hear something laugh out loud funny, wait for her trial. The Commonwealth is going to play William's 911 call for the jury. He's screaming like a little bitch, crying that Monique has a gun, even though he knew it was a BB gun.

Coincidentally many of the threats originated from a Comcast IP address registered to William Moreno in Fairfax, so if William was aware she was threatening other witnesses, wouldn't that be grounds for eesh to appeal the criminal charges?
