The percentage is only lower now versus 2009 because we spent a ton of money then for TARP, the stimulus, et. al. It's still higher than historical levels.
And that's giving the benefit of calculating it as a percentage of GDP. Given that government spending is counted in GDP and increases the base GDP number on which the percentage is calculated it's a further deceptive number. In absolute terms spending is significantly higher.

No, "taxes" are not lower. Tax revenues are lower. As noted above, that's largely a function of economic activity not Obama lowering taxes.

Same applies as above re the numbers game. It's only lower because it was extraordinarily high due to the crash. You're further trying to play games by counting versus CBO *projections* versus actuals and, again, as a percentage of GDP. The deficit still is larger in absolute terms. And, as a result of pushing some major contributing factors off into the future, it will grow greatly in the out-years.
