The Commonwealth should enforce § 18.2-344, which says that it's illegal for anyone who's not married to have sex with another person. It's a class 4 misdemeanor, which only carries a fine of up to $250, but I'll bet that would be a tidy source of revenue for the Commonwealth.
To the original point, it's amusing to notice the sponsor of this bill is Adam "A-Hole" Ebbin, who conducted a "sting" operation by purchasing a package of K2 herbal incense (which was then a completely legal substance) in a local convenience store back in 2010.
