If you were well-informed, you would know that "Higher Order of Thinking Skills" ("HOTS") was a specific educational progeam to which some Texans objected.

Just like fundamentalist islam, fundamentalist christianity has been at odds with 'education' for centuries. These are the same religious beliefs that got Galileo a death sentence. Martin Luther himself spoke out against reason and critical thinking. And because Texas is populated by large numbers of religious rednecks, they elect politicians who make such idiotic statements. Education is a threat to religious authority (and by extension, republican authority).

Disregard that there are many hundreds of reasons why those lean white anglo and asian. In the 40s Japanese people were treated as inferior "mongloids" also. Now they are what? Statistical anomalies?
