what happened on stone road 05/23/12

why were there fire trucks and a ton of police who looked more like inspectors than cops in front of starbucks/dry cleaners in that stone road plaza with the giant and mcdonalds?

That homeless redhead guy was was flashing older women in the produce section. The fire department was called once it was discovered he had a fire crotch.
