Sigh... You do NOT need a license to purchase a Title II gun. (Machinegun / Submachine gun or Supressor) All you need to do (in simple terms) is fill out a form, have the chief of police of your county sign it or have a Trust (LLC) send it to ATF with a ONE TIME cost of 200 dollars and wait several months, usually 3-5 months. Then enjoy. If you do buy one there you won't leave with it. :D
