You can graduate from a special program into an SES position, or you can apply for a particular SES position directly. There are some pluses to be had in SES world, but in my case (and many others), way too many minuses.

Nope. User and USG funds were simply commingled on the card. No way for either one to know whose dollars were being used to exit the parking lot. As noted earlier, they eventually did figure out how to maintain separate wallets on the same card, but it took years and years to develop, test, and implement that.
