Why is Fairfax County operating like a crime syndicate?

Has anyone else felt that they are being shaken down by Fairfax County? They have had inspectors coming to our house claiming that they are receiving complaints about out of code stuff. All of the stuff they have allegedly recieved complaints about was done in the 1980s. I only bought my house in the 2010s. How can I be sure that the county isnt just tossing permits and making up complaints?

Keep in mind the whole goal of the Democratic Party is to screw you of as much of your money as possible.
Just look at DC or MoCo as an example.

You live in an urban/suburban county, not in the middle of nowhere. You doing your own thing on your property can adversely affect others. That includes people who might buy, rent or visit your property in the future, as well as your neighbors and people who use the same public infrastructure as you do. There have to be rules.
When it comes to building codes there are some rules so important to follow that you must always be in compliance. There are some rules which can be grandfathered so you only have to meet them when you do updates. There are some rules which are good ideas generally but are not necessary for certain properties. Then there are some that are downright petty and should be stricken from the books.
You say the work was done in the 1980s, but you don't say what the work was or what the alleged violations are. If you are looking for support in your "Code officers are acting like the mafia rant, then you need to back it up with the specific complaints they are making. If the complaint is a substandard deck, that the single family home was converted into a duplex or that a basement level bedroom without adequate exits was installed, you will get no sympathy from me, even if the work was done in the 1980s.

Not looking for sympathy, just wondering if anyone else has had the county bother them about a deck that is completely safe, on the existing platt and to code but built in the 1980s allegedly not permitted at the time.

Interesting that Queen Sharon and her nog thugs in the Fairfax Co. Govt care more about harassing law abiding taxpayers and college students instead of the MS-13 members who pack a 100 people to a house or the ISIS cell next door.

The Liberals/Democrats can make all sorts of laws infringing on your privacy and property rights. But they can't enforce them without your willful compliance.
No warrant = No right to enter a private single-family home in this USA.
It is 20fucking17. The only people who get upset by being called fags today are religious zealots and closet homosexuals afraid to come out. Maybe you would prefer the no rules approach used in the slums of Mumbai, Mexico City or Rio, but even Alabama has and enforces building codes.
@Sun. I sympathize. We had an issue with an inspector over an electrical inspection. Met with a lawyer who said the inspector was full of shit but it was cheaper to comply, and the electrical contractor corrected the problem at little cost. They can sometimes be a pain. OTOH this is on you and the guy you bought the house from more than the County. He didn't get the necessary permits and you didn't check to see if he had. If you are looking for an out though you can try arguing that the problem is with county records. My last search disclosed a permit indicating inspection was required, but I had proof that the inspections were actually performed and the work passed. Not everything the county did is making it into their records.

Things have changed since the eighties. Decks used to be lagged to the house on one end, and supported by posts and a beam on the other end. After several decks collapsed during house parties in the eighties and nineties, they now require two sets of beams and posts, one against the house and one at the outside end. Not sure why they would care or even know about it unless it was reported to them.

It's this. Someone's got a grudge against OP (assuming he's not trolling) and has decided to fuck with him by calling code enforcement.
OP now has the choice of either spending thousands of dollars to remedy whatever code violations he's been dinged with, or spending thousands of dollars to hire a lawyer to fight them.
Meanwhile, OP's neighbor is secretly laughing to himself because for the price of fifteen minutes of his time, he's managed to cost OP many hours and thousands of dollars worth of headaches.
