Can confirm! I rang up $4,200 in camera related fines from DC as a VA resident. I was actually pulled over for a moving violation and the officer "informed" me of the overdue balance. I just said, "Gee officer, I'm so sorry...I never received any of those citations in my mailbox. I'll go home and take care of this straight away."
So, I paid the moving violation a week later and continued ignoring the camera offenses...that was 6 years ago. I've moved twice (processed 2 low-rate mortgages, too...without incident) and I've changed cars and license plates 4 times.
If they find me, they find me and I'll pay up. All it would take is a certified letter or process server. But, for now...this never happened until the city properly proves that it did.
