Actually, Obama has held up all efforts to reduce the deficit further after sequestration. In 2013, it was the Democrat lead Senate that refused to further reduce spending that lead to the government shutdown.

Discretionary vs. Mandatory Spending

Discretionary spending requires an annual appropriation bill, which is a piece of legislation.
