1. It goes to pay off the foreigners who put up the funding to build it; (Pact signed is is forever with ANNUAL increases into infinity;
2. It goes to pay off the builders and their built-in cost overruns to keep the funds flowing;
3. It goes in the kitty to pay off future politicians for more future juicy contracts (also forever with annual increases as inflation heats up);
4. It goes to those skimming off the toll proceeds to fund their pet pork projects for all their friends and supporters back home;
5. It goes to fund free transportation for the categories of inhabitants east of the state line who want jobs 50 miles away to the west of where they live, but only get paid enough to be able to pay for transport to a job 2 blocks from where they live.
6. It goes for the bail-out when everyone decides their hard-earned money is needed by themselves, not greedy foreigners.

Not being an insider, there are other things for this list I have probably missed.

RIP OFF Big time. And every one was a sucker when they "widened 495" to find out its a toll road.

The sick part is that the current HOV lanes south on 95 are free from noon to 330 pm to Rt 234 for all traffic . But thats going to stop as those lanes will be 24/7 toll. What a pant load. And the traffic that this shit has caused every day, try going south out of FXCO in the morning with the back up every day at 234. All they needed to do was to put a 4th lane all the way down to Fredericksburg on the south bound side. Thats where all the traffic is. Only now and then coming north on weekends in summer is it really heavy north ..Till you get into FX by Springfield. And when in the hell are they going to finish off the section of 95 from PW to Edsal Road?? No doubt 24 dollars will be the one way toll, the joke is few will be sucked in and loads of people are going to be really pissed off. But at Who?? SpongeBob will be in prison....hes the one who did this deal..

For $$$ Big time till they get to Garrisonvile and sit on 95.. .as the backup just moves 9 miles south from 234..And they will enjoy their $$$ ride as they wait to merge back on 95..30 minutes what ever..Suckers..! And thats the problem with HOV lanes.. Thay end and when they do the merge is a bitch for all and a jam both ways..

I've never been stopped on the 495 regular lanes either. Be careful though; there are cops on the express lanes that will pull you over just as readily as anywhere else. The fact that the express lanes boast a higher speed limit is a testimony to how arbitrary the 55 mph limit is for the regular lanes.

It's not arbitrary...the speed limit on the local lanes is 55mph because of the volume and the number of exits and entrances. The speed limit on the express lanes are 64 because there's less volume and fewer exits and entrances.

WTOP helped with the Lottery scam. They SAID gov will have fair winning rate, money will go to schools (VOTED ON - ONLY THAT WAS APPROVED). That money was "in the public / used as if taxes".

VA et al, once they "got into swing", said: fuck you, it goes into VA employees pockets or secret funds (don't ask how many bank accounts they have - likely thousands), schools only if we feel like it, and it's not recorded as taxes/funds - it's "on the side"

ALL THE DAMN they do that. put out ads "don't worry it'll be small and cheap". next thing you know they are building more mc'mansions
