I don't really give a shit about the politics but your implication that it necessarily originated in the US based on that cladistic analysis just says that you're a typical dumbshit who thinks that they know more than they do based on 5 minutes of Googling up something that you think proves your point. It doesn't and doesn't profess to.
See the little stub of a line prior to the US branch? See the black branch which diverges? There's a reason for that. Because the form of the diagram may make it appear on quick look to support your conclusion, it doesn't really and it's not intended to.
Had you actually read the article versus just cherry-picking a pic that you thought says what you want, then you might have seen where it says:

Which is basically exactly what I said with respect to origin versus detection/identification. I won't even try to get into the distinction between some genetic ancestry/taxonomy and when/where some rearrangments may occur which result in significant change in terms of virulence/effects to turn it from something of little to no concern into a much bigger problem (a point also noted in the article).
Finally, fwiw and in similar fashion to your uniformed error above, no, actually deportations did not increase under the Obama administration. What's counted as deportation in the numbers was what increased.
