To fully understand the Charles Severance frame-up, enough cannot be said about Alexandria's DVIP. The same program which in all likelihood was weaponized in order to ruin the career of White House Secretary Rob Porter and embarrass President Trump.
The program is a full fledged covert information collection effort that rivals East Germany's secret police spying in the 50s, 60s and 70s during the height of the cold war.

The Domestic Violence Intervention Project (DVIP) is dedicated to promoting safe and healthy relationships through community coordination.
Purpose
All residents of the City of Alexandria are affected by domestic violence. Because domestic violence occurs in all areas of our community, there is a need for a coordinated community response. DVIP addresses arrest, prosecution, victim advocacy, treatment, education, and training.
Goals
The goals of DVIP are to coordinate and monitor the response of the legal system and the community to family violence incidents in Alexandria, Virginia. Specifically, our goals are:
to ensure that victims are provided with effective protection and servicesto see that assailants are held accountable for illegal behavior; andto increase community awareness of family violence

According to this if you live in Alexandria you are, like everyone else, affected by domestic violence. That is a strange official statement coming from a city that repeatedly touts itself as one of the best and most romantic cities in America.
