There is some truth in your RGGI claims. It will increase the cost of electricity by 10 percent, maybe more as Obama explained by saying his plan "necessarily causes the cost of electricity to explode." Beyond that, it appears that the cost increase of electricity in Virginia would not result in a reduction of GHG emissions in Virginia but would improve the emissions in other areas of the program area at Virginians expense. If you are a resident in NY or New England it is a great deal. For Virginia, not so much.
