That's not a law.
It's a Senate Bill, that could potentially become a law someday.
It is currently in the Senate's Committee on Privileges and Elections
The only change that SB 8 makes to the law is to change what is
printed on the absentee ballot. Specifically, when your ballot is
mailed to you,it comes with a return envelope to send in your vote.
On that envelope, there is the "Statement of Voter" oath you sign.
The oath currently has a place to put your address after the words
"I am...a legal resident of...". The only thing SB 8 does is eliminate
the place to put the address, and simply complete the sentence with
the words "...the county or city in which I am offering to vote."
Nothing about voter registration, eligibility to vote, whether your vote
will actually be counted, or anything. You have to be registered to vote,
which involves providing ID and everything. And of course, they still
have to have your legal address.

I'll ask it again more slowly for you.
First, if they don't have your info, how will they mail you a ballot?
Second, what do you think will happen, given that you no longer need
to repeat your address on the ballot they mailed to you?
I am (obviously, I'm an election officer) interested in voting
procedures, and scenarios where people could either vote illegally,
or where they might be denied their legal vote. I am asking for
you to detail the exact step-by-step scenario in which voter
fraud could occur due to the diking of that address form,
which is literally the only thing SB 8 does.
I think some illegal criminal alien fucking invaders do indeed
try to (and a few succeed) in illegal voting in Virginia.
I think they do it by falsifying their voter registration.
I am not sure exactly how they execute that, except if they
simply have the required assortment of (forged) documentation.
Your scenario should begin with, "Consider Jose, who wants to
illegally attempt to vote in Virginia. The first thing he does, is...."
