What is the building being built on the corn of Rt 1 and Backlick Rd at Tulley Gate, Ft Belvoir? It's all concrete with no windows & several stories tall.

FEMA Camp parking lot. For homeless people who refuse to move out. Followed by blacks and spanish in that order.
