In the early 2000's the IRS was flush with $1 billion+ for the "IRS Modernization" project. NG, CSC, IBM, everyone got a piece of the pie, and I doubt much, if any of the money spent created any useable systems. But that wasn't the point - all the contractors got a ton of money.
At a little office building in Merrifield, a TRW, then NG effort called the "Custodial Accounting Project (CAP)" lurched along for ten years, and didn't produce one piece of production software. But that wasn't the point.
Contractors were literally living in the building, billing 80-100+ hours a week (several at well over $100/hour as 1099s), and as an obvious byproduct, building new houses, buying new cars and enjoying life.
Sadly in 2006, someone at the IRS woke up and pulled the plug on CAP. It was a tragedy.
Another fine example of your tax dollars at work.
The people who worked on that boondoggle should hang their heads in shame as they sip this afternoon's first glass of Johnny Walker Blue Label, and ponder the view of the Shenandoah Valley from the living room of their custom-built, 4,000 sf bungalo, paid with those hard-earned CAP dollars.
