Uh, no. Nothing is sent from your browser to the server here until you hit the "Post message" button. If in the text of a message you include a character from an unsupported character set, then the Phorum software will choke and return the error above.
Among other ways, anyone here can prove this for themselves very simply by copying the word Koloa containing the alternate character from the page here:
http://en.wikipedia.org/wiki/Koloa,_Hawaii or elsewhere into a message and then attempting to post.
Try it now and let us know how that works out.
