Why the hell do you care if someone is renting out a room in their house? Unless they are in violation of some HOA rules, it's not against the law dip shit.

Yes, by all means, spy on and snitch on your neighbors. It is good training for the Fairfax Police state. The County will put out a request for bids for residential surveillance units in 2017. If you have your toilet paper on the spool wrong, a code enforcement officer will be out to see you.
In the meantime, just imagine the good relations between neighbors when an anonymous call to the "INSPECTORS" can cause so much trouble.

Find the correct authorities to inform on the FAirfax County website and tell them you believe someone is running an illegal boarding house and give them the address. If it's legit like a single room rented out, okay. If it's 35 migrants living in six rooms separated by plywood then that shit's getting shut down.
Don't be dissuaded by the whiny libertarian shitheads above me. They obviously enjoy living next to a modern day slum. There was one of these flop houses shut down in the nice neighborhoods near Saratoga Shopping Center off of Rolling Rd a few years ago. The house was trashed and people couldn't even park their cars near their homes because one house has 15 cars clogging up the streets.

Oh yes, call code compliance. If they make an arrest/get a conviction you will get a reward. The inspector "making the case" gets merit pay, some of this gets passed to you. All part of they encourage residents to snitch on each other.
Your complaint is private but if you show up with a Lamborghini, they may wonder what's going on.

Code Compliance can confiscate your property under eminent domain. So if you run afoul of them you lose your home, lose your equity, have to pay fines and costs and gain a police record.
And, the county gets free property. They have to figure out what to do with it, but they can sure sell it for more than the taxes they were collecting.
Many of the inspectors get at least $10,000 of merit pay a year. The whole system depends on neighbors reporting each other, that's very clear from the promotion video on the program.

The law also says all the occupants must be RELATED. You can board extended family, but not create a boarding house for strangers.

The zoning ordinance (Article 2, Part 5) limits how many people can live in a single residence. In general:
* No more than one family, plus two renters, may live in one house.
* Or, no more than four unrelated people may live in one house.

It comes as no surprise that there are thousands of applicants for these code compliance inspectors due to the potential to make 6 figures in merit pay. Dig into the spreadsheets…some of them are making $160,000 a year.

I bet they are asking because of the high number of cars parking at the house clogging up the street. You can spot those houses from a mile away. They also tend to have the worst lawn in the neighborhood. I am speaking from current actual experience.
I tried to talk to neighbors once or twice about issues and lived to regret it. I came to realize that if they enough of an asshole to be doing something that screws the rest of the neighborhood then they weren't really open to talking. I once mentioned to a neighbor that their dog was capping in our lawn. Two days later someone else apparently called Animal Control on them. One guess who's car got vandalized that night. The best advice, is fuck'em and call the authorities.
