Mad Fox in Falls Church has it on the menu and so does Boulevard Wood Grill in Clarendon. They are both pretty good. I am sure many other places have it as well.

best bet is IHOP, maybe Denny's and probably Silver Diner. moussaka is basically greek meatloaf, so there's always that, if you ever find yourself at Pan Am Family Restaurant or Spartans Family Restaurant.
Really it is not that hard to just make it yourself. Saute chopped onion in a little olive oil until soft. Combine with a pound of ground beef, an egg, Italian bread crumbs, some worcestershire sauce, maybe a half cup of parmesan, garlic powder, salt, pepper. Form into a loaf pan. Top with tomato sauce or just spaghetti sauce. Bake at 350 for about an hour.
Or...get into your car, drive to Silver Diner, wait to be seated, order the meatloaf.
Red Rock Canyon grill or whatever it's called now has a pretty dope loaf. Honestly though, just buy pre made shit from Wegamns and brush on some siracha and ketchup, trust me it's great.

Worked at Giant Food for many years and never saw anything like that. Are you sure you weren't eating dog food? Surprisingly, some old poor folks used to eat that as they were flat broke - sad as fuck.
Dog food ain't that cheap. Maybe they're talking about that canned hash or potted meat.
I'll never forget the time I asked for ham on my pizza at a pizza place in Annandale and the stuff they put on my pizza was "picnic ham" - very alarming looking "meat". I had no idea what it was. I'll bet that stuff is cheaper than dog food.

Silver Diner?? dried out no good 7 dollars 20 years ago when they first opened, Bacon and Eggs, Tuna sandwich and Canned Soup all 7 dollars.. Never been back.

This is a good one ^^ If I have extras I put in sautéed carrot and celery and some food processor extra bread crumbs

People do order it as comfort food.
Never had a diner or restaurant meatloaf that compared to what you can make in your own kitchen.
