Graffiti or mural?

In Fairfax, off of route 50 (kind of by wegmans) there is a standalone brick car transmission repair building that has a big painting on the side of a spiderweb and it says "DMV." I thought it was a mural at first, but there is something else painted on the front that looks like graffiti. Anyone seen this? If it's graffiti it is really precise looking, but seems like a weird mural. Thoughts?

Unless specifically commissioned or approved by the property owner, it's graffiti.

Some carpetbagger did it...no local calls this the DMV.....plus a true local would not "represent" Maryland or DC. Those are for the poor niggers..The building will be torn down anyway.
