No, they do not report to the state. They are
Federal entities which are completely separate and correspond to various regions of Federal authority in the US. In the same way that the FBI regional offices are separate from local law enforcement. As is the the Federal court system, EPA regional offices, Federal parks, ets., etc.
In the case of the U.S. Attorneys:
