Where would Meade find the property to build on? Squatting on private property doesn't last long and government lands will open him up to exorbitant dumping charges. Even if he builds a nice place, they will still call it dumping. Who am I kidding? Wherever, Meade lives is a dump solely because of Meade' presence. His best bet is to find a homeless encampment. Actually, drug addiction might be a great upwardly mobile move for Meade. Taxpayer dollars are earmarked for drug addicts and alcoholics. Meade can mooch off these things.
