Where would Meade find the property to build on? Squatting on private property doesn't last long and government lands will open him up to exorbitant dumping charges. Even if he builds a nice place, they will still call it dumping. Who am I kidding? Wherever, Meade lives is a dump solely because of Meade' presence. His best bet is to find a homeless encampment. One that he can move quickly when they get hassled and have to find a new place. Even more hidden are the meth encampments. If Meade drags his mattress there, he will be one of the rich 0nes.
Actually, drug addiction might be a great upwardly mobile move for Meade. Taxpayer dollars are earmarked for drug addicts and alcoholics. Meade can mooch off these things. If he plays his cards right, he can get a nice cot at the Salvation Army. He could get a job there and live there endlessly. Yes, the Sally Army seems like the best place for him. He is not going to support himself and better charity than to continue to leech off the taxpayers.
