IMO nothing will replace Annandale as the "little Korea" of Fairfax, there's just an assload of Korean restaurants and shops here, plus seoul plaza. There may be less koreans living here nowadays, but with all the stores and restaurants this is were they come to shop and hang out on the weekends.

I work at a Starbucks and that sounds pretty absurd, I guess each store can make their own policies like that if they want to kick someone out of the store but I know where I work we would never do anything like that. I was told by my manager that anyone can come in and just "hang out", they don't have to buy anything and they can stay as long as they want, up until we close if they wish. to the
