It depends on the car. If its just a normal looking group in a normal looking car they wont pay much attention. If its got rims and subs blasting of its a group of young kids driving around in a real expensive car red flags will be raised. If DC got crime and gangs under control there wouldnt be a reason to be suspicious of it

The police have the right to be suspicious, but they don't have the right to pull them over and harass them unless they actually do something illegal. From my experience the police around here are pretty good at making up some BS reason to pull over anyone they don't like, and they are not shy about illegal searches and harassment either.

Ummmmmm........... because Black thugs are well known for traveling out to the suburbs, (where the the value of their victims merchandise is much better than what they can steal in the neighborhoods they live in). More importantly, they find it convenient and advantageous to travel out to predominantly White, suburban neighborhoods in packs for a couple of quick robberies and home-invasions before racing back to D.C. in order to disappear into the ghetto and the general apathy of a District Criminal system that doesn't seem to care about controlling crime as much as it does about trying to prove that it's not "racist". If murder only gets them 5-10 years in D.C. prison, then they figure they aren't really risking much, (if ANY) jail time for robbing a few White people in Virginia.
I would guess that might have something to do with the reason cops keep an eye on them. More power to the cops, and I hope they keep it up.

The police are trained to recognize people that don't belong in certain neighborhoods. The have reason to question them. Maybe they are lost and the police want to help them get to their destination?
The same police will get suspicious if a white family in a minivan is cruising through SE DC. Dad must be looking for drugs or they are tourists that got off on the wrong exit.

I grew up in FFXCO in the 70s and know what you mean. Me n muh boys used ta git stopped all tha time for jus ridin in r sleds,yo. We however could not complain about racism cuz we wuz white. happened to me while in college, not in DC, but me and a couple buddies were being stupid and cruising the local drug/prostitution area, laughing at the dealers and hookers. took all of 5 minutes before we got stopped. cops said, only two reasons youre here, drugs or pussy, now beat it before we haul you in and dont let us catch you here again. of course they said that after they interrogated us and looked all through the car.

These african american gentleman are driving around virginia looking to collect on their reparations payments. If it requires entering a 7-11 and soliciting a donation from the clerk so be it, if the fine gentleman see your care and decide they want to appropriate it I see it a small price to pay for the pain and suffering they've endured. Narcotics are not free by the way, and not prescribed by a doctor. If it numbs their minds and puts the boatride from africa in the recesses of their mind all the better.

Although not to the same extent, even a car full of white teenagers with VA tags would still raise my suspicions if it was just "Cruising" around the neighborhood.
