Likely, this was in response to one of these three threads started by some anonymous coward on Fairfax Underground:

The problem is, Seth used the telephone to respond to them, which is why he caught a charge.

The lesson here is to only respond to postings on Fairfax Underground on Fairfax Underground, because then you're free to libel or threaten people all you want, without any fear of repercussions or retribution at all.

Actually, I'm now advocating people call the Virginia State Police or sending them an E-mail at BCICID@vsp.virginia.gov about eesh's criminal shenanigans, since he likes to brag that he no longer lives in Fairfax County and is therefore beyond the FCPD's jurisdiction.

Of course, I have rapidly diminishing hopes in this course of action having any effect whatsoever, but it will at least establish a pattern of escalating behavior and the element of planning and premeditation when eesh goes to trial after he does actually kill somebody.

That is, he won't be able to say "It just happened! I didn't mean to shoot him!"

Actually, if you read through the case, a $160,000 judgement was entered against the William Zumwalt in that case.
