If you read the blog post and accompanying letter, in no way, shape or form is any "lying, cheating and[/or] stealing" implicated on the part of the collection agency, its head, or Mr. Frye.
The attached letter is an offer to settle a claim, i.e., to resolve a debt through negotiation.
By suggesting that this perfectly legal and honorable letter has somehow crossed the boundary into "lying, cheating and[/or] stealing," the OP "Never Wore A Coatee" clearly verges on, and is in fact probably guilty of defamation per se under Virginia law,* in that s/he imputes a "want of integrity" by the collection agency and its head and/or by Mr. Frye, and also prejudices the aforementioned in the practice of their trade.
