how about this, have all companies have to verify the legal status of potential employees and have the (mandatory) option of e-verify or a manual check (which takes forever) and make e-verify an opt-in program? i know i would opt-in.

This will not stop companies who use contractors who then hire non speaking mexican cleaners.

this way companies get off scott free and if caught with an illegal then they have full deniability and get off legally from this loophole.

so e verify is a BIG loophole.
