I don't see what's outrageous about what the FIFA guy said. He's simply stating the obvious: Qatar is a Muslim country where homosexuality is a crime. Just because a country is hosting the World Cup doesn't mean the country has to change its laws to accommodate the people who may attend.
Considering how wildly popular soccer is in the Middle East, what was he supposed to do? Say, "Sorry, I would not like to have my world-famous soccer tournament in your filthy rich country, even though you are building a new stadium explicitely for that purpose, because some of the fans who may attend disagre with your laws?" Of course not.
The next best advice he can give is, "Hey, that conduct is illegal, so I recommend you don't do it." Which is what he did. I think that's a better alternative to him saying "go ahead, gay it up in public" and having their fans get arrested or beaten to death.
