THE BILL TO BE INTRODUCED BY THE REPUBLICAN MAJORITY WILL BE KNOWN AS "THE NATIONAL SAFE PASSAGE OF SHIPS BILL"
Will require under federal law that all high tonnage ships in excess 150 GROSS tons leaving US ports that must navigate bridges submerged tunnels vessels or other structures that can be severely damaged or destroyed with great loss of life ..
Must be escorted through such bridge or around such structure by commercial heavy tugs capable of keeping the ship from striking any bridge submerged tunnel structure or vessel after immediately leaving its port of departure
The following rule of gross tonnage of the ship shall apply :
Ships of 125 to 1000 gross tons must be escorted by one tug capable of being deployed on the side of the ship so that the bridge structure or vessel the ship may be near can push the ship into safety if it loses power or steering ability so its does not strike any objects that can cause loss of life
For ships of greater then 1000 gross tons the rule of 1 heavy tug plus 1 additional heavy tug must be deployed for every 12500 gross tons
Thus a vessel of 2500 tons will require two heavy tugs front and stern ,a ship of 13000 gross tons will require 3 heavy tugs front center stern a ship of 55000 gross tons will require 1 tug plus 4 more heavy tugs placed in position to handle the ships direction
For up to each 100,000 gross tonnage of any ship
the rule of 1 heavy tug per 12500 gross tons shall apply there must be at least 9 heavy tugs deployed capable of controlling the direction of movement of the ship and escorting it throu any bridge or past submerged tunnel or any structure or vessel until the ship is free of bridges vessels submerged tunnels and structures and can proceed out to sea unencumbered.
This bill will prevent the national disaster of Mar 26th 2024 at the Baltimore Maryland Francis Scott Key Bridge from ever occurring again
All tug fees shall be paid by the owners of the ship
Due to high demand for tugs no interest business loans up to 40 million dollars must be provided by the US government upon this bills authority to all US minorities on a first come basis to form tug corporations , buy such heavy tugs and hire US Coast Guard licensed captains and crews to man them

Good bill if it applies to vessels under 3500 tons gross the tonnage of a WW2 Destroyer which can be slowed if power fails by dropping both anchors
It can't apply to ships of the US Navy or US Coast Guard or US Army Corps Of Engineers
Otherwise its too expensive for smaller vessel operators
Lets see where this bill submitted here on FXU goes , it would have added about 50 k to the port bill of the ship that hit Key Bridge that took the lives of at least 6 for now and could have killed many dozens at rush hour , now it may be 3-4 billion to replace that bridge
