The chance of becoming a victim of either violent or property crime in Fairfax is 1 in 57. Based on FBI crime data, Fairfax is not one of the safest communities in America. Relative to Virginia, Fairfax has a crime rate that is higher than 76% of the state's cities and towns of all sizes.

I’ll make some sense of it this way:
The blacker Virginia cities are, the more dangerous for VIOLENTZ crimes, which I am sure goes for property crimes also.
Best example is Portsmouth, 53% black with 28/100,000 rate.Other highly black cities in the Old Dominion have crime rates 4x more or greater than Fairfax.

Murder Rates/100k for selected States
Virginia. 4.6, Maryland 8.1, DC. 22.8, Illinois 6.9, Missouri. 9.9 (St. Louis), S. Carolina 7.7, Alabama. 7.8, Tennessee 7.4, Louisiana 11.4
DC IS THE BIG WINNER, the murder capitol.
