Powell is just funneling bullshit from alt-right sites that have been pushing this "hammer and scorecard" crap for a while that nobody but trumptards believes is real. The people pushing hammer and scorecard theories think that Obama used hammer and scorecard, which are supposedly software programs that hack voting machines, to steal the 2012 election. Right.
